One of the tricks Logisticare was rumoured to play with trying to hide late pick-ups was the add-ons system.
If a ride was late, or couldn’t be provisioned, the ride would be assigned to a different driver as an “add-on”. At the same time, Logisticare then changed the pick-up time to the time the “add-on” was scheduled to pick you up at. If the add-on ride showed up inside the time frame, Logisticare could then classify the trip as “on-time” - even though the ride would be late picking you up because the original transport never showed.
One of the unexpected downsides to this policy was if the add-on was assigned to one of the cab companies, and they were outside the revised window in making the pick-up, it was considered a “late trip” against the cab company … even if they’d only been given 5 minutes notice to go from one side of DC to the other.
They became the scapegoats, since the original trip would be negated by being reassigned, if the cab company showed up late making the add-on pickup, they were blamed for the trip itself being considered “late”. That the original transport never showed up was irrelevant, in the eyes of the system.
As a result, at least one cab company now has in place a policy of refusing add-on rides being assigned to them. It’s not yet known if MV Transportation is doing the same thing with regards to handling add-on trips, but the cab company in question maintaining their policy on this gives the impression that this practice is still being used.
